He's wearing the red and black striped top in the live clip they show in the Arena '80 documentary (clip from December 1979).  I would guess 1979-80. 

Also the Strat with the black knob he was using at the last '79 gigs.  Probably taken backstage at one of the London shows in December.

I'd also think it is from 1980 or from late 1979 (guitar, clothes like on stage late '79 etc.) but not later. However, the pinup girl decal was never seen on any '79 gigs so I guess it is 1980. There is a similar pic with the kid in colour around where you can see the pinup girl better (only legs on this one)
There are some pics from a photo session where also the middle pot knob is missing on the guitar, and where Mark is wearing the same shirt, I guess it is from the same session, e.g. see the pic on the cover of the silver Sultans of Swing bootleg CD (Philadelphia 79): https://www.spirit-of-rock.com/de/album/Sultans_of_Swing_(Live)/23085
