Seems clear to me that the character in Hard Shoulder is a call-out car break down man. Here in the UK we have organisations like the AA and the RAC who will come and fix your car if you break down on the road, he is one of those guys. But also his own relationship with somebody has "broken down". The song to me is very similar to the Jimmy Webb/Glenn Campbell classic "Witchita Lineman", musically it has similarities but lyrically too it's about a working man being lonely on the job.
