A "Jack the lad" is a term applied to a young man who is a bit cocky, self assured and a bit of a scoundrel!  I presume he used "Jack and a lad" just to fit the music/lyrics.

What if you say only jack? What kind of man is that?

I think he means he is an 'ordinary guy' as well as a 'lad' i.e. he can act normally as well as at times displaying 'laddish' behaviour (childish or cocky). Its a sort of play on words. He is a bit of both.

I guess it transformed into 'payed six and six down' and was intended for first verse.

Yes of course, but if you remember the date when Hansen was in to shoot the movie, the album was long recorded, mixed and done. Basil must have had it's correct lyrics by long at that moment. So it is all made up for the movie obviously.
