Could you please help me? In the extra verse "highwayman stands blowing on his fingers by the green". What "by the green" means in this sentence?

I always thought it was Highland-man. Meaning Scottish Highlander. 
Maybe blowing on his fingers means he is a piper - blowing on his hands to keep them warm.

"The green" could just refer to a lawn or grassy area.

Could possibly mean that.  There is always a piper on Waverley Bridge just at the corner of the gardens East and sometimes next to the Royal Scottish Academy too, also at Gardens East:
