If the deadly sins "came to call on" someone, then that someone must have committed sin, or possiby have been sinned against (more likely the former, given the rest of the lyrics).

Those are the "Terrible Twins" from the newspaper... they are now called "Silent twins" because of the documental made in 1986... but in the time Mark was writing the lyrics, who knows....
