Well, I don't get the list apart from numero uno.  And Tom Waits has a fantastic voice! Heather Nova, wow, she has a terrific voice, and that winter blue song of hers, with a tribute to Joni Mitchell's Blue, is stunning. But maybe the writer of this list has something else on his mind. Like shit.

Should be said that it isn't a "official" NME thing. Just a blog it seems.

yes, it's only somebody's opinion, which he is untitled to. And even if it was "official" (like, say the Rolling stones list of guitarists), it's still somebody's opinion, just like any review we may read.
